The scope of work encompasses all Lines of Business (LOB), regions, Regulatory and Compliance work. Essential Responsibilities: * Leads the User Acceptance Testing efforts and works in partnership with IT Testing teams to validate accuracy of the transactions and outputs delivered from these processing updates. * Responsible for business testing including UAT and Production Validation. IT will be responsible for WIT and SIT testing. * The position will work closely with the Testing Management Office to ensure a comprehensive Testing Strategy is designed and executed for the overall program. * Offers a central point of communication between business and IT testing teams related to UAT and Production Validation. * Oversees progress of testing activities for UAT and Production Validation by coordinating with IT and Business test leads and ensure that Company deployment is on track across all regions. * Utilizes testing and project management tools for reporting on test results and milestones throughout the program test stages for UAT and Production Validation. * Ensures adoption of standards, templates and national guidelines for regional testing teams across the Company program for UAT and Production Validation. * Coordinates all testing activities for UAT and Production Validation (i.e. system, regression, integration, performance, scalability) with external vendors and internal staff (national and regional) including supervising the execution of test scripts, reviewing test results and managing the defect resolution process. * Promotes and drives the utilization of test automation frameworks. * Works with IT executives, business executives and operations to facilitate go/no-go decisions on key initiatives. * Participates in Tapestry validation sessions to understand the different aspects of the Tapestry module. * Conducts test plan review meetings with project stakeholders and coordinates defect resolution activities to meet project deadlines. * Provides leadership for establishing test knowledge base-including establishing and maintaining a common test repository. * Reviews and approves testing standards and establishes best practices for continuous improvement. * Provides reporting of quality metrics throughout the test phase of all projects. * Provides operational, financial (e.g., SOX), and regulatory/compliance (e.g., CMS, DMHC, DOI, etc.) reporting for the National Membership Administration across all 8 of Company regions on a recurring and ad hoc basis. * Develops and manages a suite of business intelligence dashboards (e.g., Tableau) that provide metric monitoring capabilities, visual analytics, and enable operational improvements. * Provides workforce planning & forecasting capabilities used to manage the 500+ direct resources and the variable costs (e.g., postage & printing) in the $100M+ budget for the National Membership Administration. * Provides consulting services and operations research capabilities to solve complex business problems that are highly dependent on the operational knowledge of Membership processing and the health insurance industry. * Leverage artificial intelligence and machine learning to create complex predictive models to enhance decisions making capabilities and improve performance across National Membership Administration. * Identify automation opportunities and implement and manage Robotic Process Automation (RPA) to automate processes and tasks across the National Membership Administration with demonstrable return on investment. * Lead a national team of senior managers and directors with a span of control of 30+ highly technical reporting analysts, business consultants, and data scientists, including developing the mission, vision, and strategy of the team, hiring, sourcing, and managing talent, and ensuring the organizational business intelligence and advanced analytics needs are met. * Develop and maintain business definitions and technical logic for Membership metrics and dimensions by influencing operational leaders, senior executives, NCO, SOX, and other regulatory bodies for National Membership Administration. * Research industry trends and advancements in technology to ensure the latest tools and methodologies are being used to provide the highest level of business intelligence and advanced analytics are in practice, including developing strategies to leverage artificial intelligence, machine learning, and robotic process automation. * Represent the National Membership Administration in external data governance forums including the Enterprise Data Warehouse (EDW). * Manage relationship and the strategy with a sourcing vendor to value is delivered to the organization. Job Requirements REQUIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS: * Minimum ten (10) years relevant work experience in the health care industry required. * Minimum seven (7) years of management experience. * Education * Bachelor's degree in Healthcare or Business or related field required. * High School Diploma or General Education Development (GED) required. * License, Certification, Registration Additional Requirements: * Must be computer literate in Microsoft Office. * Must have excellent presentation/training skills, strong written and verbal skills. * Able to manage enterprise-wide travel. * The capability to motivate and take the lead in the decision-making process. * Demonstrated ability to work in a team-based, collaborative environment. * Must be able to work in Labor-Management Partnership environment. * Microsoft Office, Power Point, and e-mail skills. * Must have knowledge of health care delivery systems and claims. * Must have knowledge of leading quality assurance program, audit, and compliance experience.
