Join Our Talent Network Providence St. Joseph Health is calling a
Principal USAC Consultant PSJH to our location in Anaheim, CA;
Seattle, WA; Renton, WA; Portland, OR; Beaverton, OR; Torrance, CA;
Burbank, CA or Irvine CA. We are seeking a Principal USAC Program
Administrator to be responsible for delivering business value by
managing all aspects of Providence's relationship with the
Universal Services Administrative Company. The work involved is
highly important to the business objectives of the enterprise. All
duties must be performed in a manner that promotes team success,
and promotes Providence St. Joseph Health (PSJH) mission,
philosophy and core values of respect, compassion, justice,
excellence, and stewardship. This position may focus on a wide
variety of activities in support of the program. These activities
include, but are not limited to: Own and maintain a positive
relationship with outside consulting firms responsible for
assessing circuit eligibility for program participation and filing
& tracking of reimbursement claims Lead Providence's response to
annual USAC audits Coordinate USAC Commitment Letters with outside
consulting firms and lead the resolution of claim denials Ensure
Providence is receiving correct reimbursement amounts for each
funding year Forecast, track and report on reimbursements by
funding year Ensure credits received are reflected in the correct
cost centers Maintain an accurate inventory of USAC hardware Ensure
USAC hardware is properly tagged and in the correct location The
position reports to a TEO Director and must establish and maintain
effective working relationships with staff at all levels in PSJH
TEO Program Operations, as well as with other Providence St. Joseph
Health (PSJH) staff, vendors, agents, and others. This position
recognizes the fact that, in addition to our line organization,
coordination with teams outside of their direct pillar is
important. This position demands an individual who, without direct
line reporting authority, can mobilize teams of Financial and
Technology professionals and others to execute on these
initiatives. In this position you will have the following
responsibilities: Makes informed decisions about where to invest
efforts based on established priorities as demonstrated by:
completing assignments on time; communicating with customers and
supervisors regarding prioritization and target completion dates
based on business need or impact. Leads virtual project teams in
carrying out projects. Understands business needs and sets
accountabilities that meet established goals. Leads multiple large,
complex, sometimes high-risk financial initiatives. Demonstrates
effective interactions and positive interpersonal skills in dealing
with fellow employees, supervisors, stakeholders, other department
employees and vendors in order to maximize productivity and
positive employee relations including virtual team leadership and
interactions at the program level where required. Interacting and
delivering at the multiple levels of the organization. Serves as a
liaison and principal contact for financial-related activity.
Manages and integrates groups of diverse disciplines in
collaborative activities by acting as key liaison and facilitating
cross-function communication. Participates in overall business
planning, bringing current and future knowledge of technology and
evolving systems as applied to the organization's competitive
position. In conjunction with direction from leadership, develops
strategies consistent with management goals and provides direction
to managers to fulfill strategic enterprise direction Works within
the organization effectively and efficiently to accomplish goals
and objectives and use positive and effective interactions with
staff, stakeholders, supervisors, other department employees and
vendors to maximize productivity and positive employee relations.
Shifts gears comfortably and learns quickly when faced with new
challenges and problems. Comfortably handles risk and uncertainty.
Consults and provides recommendations to customers, staff, and
management on financial knowledge. Internal - Maintains a positive
relationship with various Technology leaders and Executive members,
from with in their pillar and beyond. External - Supports vendor
engagement through successful execution and transparency, relying
on effective interpersonal and communication skills to overcome
resistance to use of methodologies. Develops, manages and executes
plans (objectives, goals, scope, schedules resources costs, and
dependencies) to promote and mature financial status. Identifies,
documents and monitors metrics for performance; compiles, and
manages to the data, and notifies stakeholders of problems
affecting timelines and resources. Analyze complex business
problems, operational scenarios, and related financial
implications; complete financial models for operations and identify
areas of opportunity; develop executive-level proposals that enable
senior leadership to make informed business decisions Proactively
identifies, manages, and communicates issues and risks,
diplomatically escalating as appropriate through areas affected.
Works on complex issues where analysis of situations or data
requires an in-depth evaluation of variables. Exercises sound
judgment and expertise in selecting methods, techniques and
evaluation criteria for obtaining results. Fostering effective
utilization of operating and capital funds and providing financial
analysis of purchasing and contracting activities Supports program
business area goals and front-end strategic assessments of business
pursuits; takes a leadership role in the preparation of responses
to solicitations Qualifications: Required qualifications for this
position include: Bachelor's Degree in Computer Science, Business
Management, accounting, Information Services or an equivalent
combination of education and relevant experience.
Coursework/Training: Business Planning / Process. 9 years
Information services - IS business experience (Contracts, finance
or equivalent) with a focus on technical areas within healthcare or
comparable industry. 5 years experience working (business level)
non-technical knowledge of servers, storage, network,
telecommunications, and end user devices. Preferred qualifications
for this position include: 9 years of direct hands-on experience
managing a USAC program Ability build complex models to analyze
business problems, operational scenarios, and related financial
implications to provide recommendations to senior leadership on
course of action Strong, independent work ethic that facilitates
the achievement of goals with balanced managerial oversight About
