Job Description: Chief Estimator - Tunneling Projects
Overview: As a Chief Estimator specializing in tunneling projects, you will play a pivotal role in leading and overseeing all estimating activities for our company. This role requires a deep understanding of tunneling and heavy civil projects, along with strong leadership skills to supervise and guide the estimating team.
Responsibilities:

• Lead, review, and approve all estimating activities related to tunneling projects.
  
• Conduct comprehensive reviews of contract plans, specifications, and other bid documents to ensure accuracy and completeness.
  
• Supervise and mentor estimating personnel dedicated to tunneling bids.
  
• Identify and assess major and unique items in Requests for Quotations (RFQs) and Requests for Proposals (RFPs).
  
• Engage with major subcontractors and suppliers to obtain competitive quotations.
  
• Prepare detailed comparison sheets using HCSS (HeavyBid) software.
  
• Address Diversity/Minority/Women Business Enterprise (D/M/WBE) requirements and develop plans to fulfill these obligations.
  
• Develop concise and compelling write-ups and documentation for Statements of Qualifications (SOQs) and RFP responses.
  
• Prepare and organize all bid and proposal submission documents.
  
• Establish Joint Venture (JV) manuals and set up bids accordingly for collaborative projects.
  
• Price bid items accurately and collaborate with project teams for comprehensive bid reviews.
  
• Coordinate timelines for equipment procurement and logistics to support project needs.
  
• Delegate assignments and oversee the work of estimators involved in take-off activities.
  
• Maintain effective communication with owner's representatives, clients, and JV partners throughout the bidding process.
  
  Requirements:
  
  • 
    
  • Bachelor's degree in Engineering, Construction Management, or a related field from an accredited institution; or equivalent experience (14+ years) in estimating, project management, or construction if degree requirements are not met.
    
  • 10+ years of experience in tunneling and heavy civil projects, with a strong focus on estimating.
    
  • Minimum 5 years of specific experience in estimating for tunneling projects.
    
  • Demonstrated leadership and supervision skills with at least 5 years of experience leading estimating teams.
    
  • Proficiency in construction management software including HCSS (HeavyBid), Primavera P6, Procore, or similar platforms.
    
  • Ability and willingness to travel up to 15-20% as required for project needs.
